SCS/SB 127 -This act would allow qualifying, small, wastewater treatment facility projects to be constructed without Department of Natural Resources (DNR) engineering review and completed prior to obtaining permit approval.
Projects using any system design or experimental or non-
conforming process may be tested by a community college with a
program of training in plant operations for wastewater treatment
for feasibility. If approved as feasible by the community
college, the DNR shall provide a conditional permit to an entity
which qualifies as a continuing authority to allow construction,
installation and up to one year of operation of such facility if
designed primarily to treat domestic waste, and the DNR may
require a performance bond not to exceed the cost of construction
and installation of the facility, and the Clean Water Commission
may include conditions in the permit which are needed in order to
ensure compliance with Chapter 644, RSMo. After the facility
operates in compliance with discharge requirements for 90 days,
the DNR shall grant applicable permanent water pollution permits
for the facility.
